Dinalupihan, Bataan- Smokers will now think twice before lighting that cigarette as the Sanggunian Bayan of Dinalupihan took a bold step in passing Resolution No. 150-2014 adopting Ordinance No. 01, Series of 2013 or the Comprehensive Anti-Tobacco Smoking Control Program passed by the Sangguniang Panlalawigan of Bataan.
These ordinances prohibit smoking in all enclosed and partially enclosed public places, workplaces, public conveyances and provide penalties for violators. Both ordinances define public places as including all places, fixed or mobile, that are accessible or open to the public or places for collective use, regardless of ownership or right to access. It also includes outdoor spaces where facilities are available for the public or where a crowd of people would gather. Enclosed or partially enclosed means being covered by a roof or enclosed by one or more walls or sides, regardless of the type of material used and whether structure is permanent or temporary. The penalties for violations are fines ranging from P 500.00 to P 5,000.00 depending upon the gravity of the offense and /or imprisonment of one year. Violations by business entities or establishments may also result to revocation of business license. The main objective of these ordinances is to safeguard the health and physical well-being of our constituents by minimizing if not totally eliminating the risk of exposures to second hand smoke. World Health Organization reports that smoking kills nearly 6 million people each year and more than five million of those deaths are result of exposure to second hand smoke. Anti-smoking drive and activities to promote and instill health consciousness among Dinalupihenos are underway. The current administration under the leadership of Mayor Gila Garcia envisions Dinalupihan to become a model smoke free Municipality. Copy of both Ordinances can be downloaded from this website.
